Sites Reservoir Project
The Sites Reservoir Project is a proposed off-stream water storage facility located in Colusa County, north of Sacramento. The project is designed to capture and store water during wet periods, such as high flows from storms and runoff, like atmospheric rivers, and make it available during drier conditions when water supplies are more limited.
Unlike traditional reservoirs, Sites would divert water from the Sacramento River during high-flow events, increasing the state’s ability to store water in wetter years while minimizing impacts to the river system. Stored water can then be used to improve water supply reliability, support environmental needs, and provide greater flexibility in managing California’s water system.
Desert Water Agency (DWA) is an active participant in the Sites Reservoir Project as part of its strategy to diversify water supplies and strengthen long-term reliability. By increasing storage during wet years, Sites can help make additional water available in years when State Water Project allocations are reduced, providing greater certainty and flexibility in managing local supplies.
The project will operate in coordination with other state and federal facilities to optimize water storage and delivery. Final environmental documentation has been completed, and construction is anticipated to begin in 2026.
